The underlying attribute improves the break chance on hit-stick tackle attempts specifically. Conservative, dive and cut-stick tackles are untouched, and a lot of current tackling leans on exactly those, so the ability can go quiet against an opponent who never hit-sticks.

Forum consensus treats it as insurance rather than an explosive-play tool: it stops the hit-stick-induced fumble and the momentum stall that comes with getting caught in that animation, more than it produces broken-tackle runs.
